Draft vision for Oldham Town Centre
A bold vision for Oldham is coming to life. Muse and Oldham Council are working together to transform the Town Centre, creating a vibrant, sustainable, and inclusive place to live, work, and visit.
Following endorsement of the Oldham Town Living Development Framework in November 2024, we are now moving forward with proposals for six sites – Prince’s Gate, the Civic Centre, the Civic Centre Tower, the Former Magistrate’s Court, the Former Manchester Chambers, and the Former Leisure Centre. To bring these forward, we will be submitting six separate planning applications.

Public consultation on these proposals was open from Monday 24th February to Friday 7th March 2025. We are now analysing all the feedback we received during this time that will now shape our proposals. We would like to thank you for submitting your ideas and comments – this will help us shape the future of Oldham.
It is important to note that while all six sites fall under the Oldham Town Living Development Framework, we will be submitting six separate planning applications to Oldham Council.

The Development Framework
The Development Framework is a document which will guide planning and development in Oldham Town Centre by setting out our vision for up to 2,000 new homes in the Town Centre, across the five Character Areas.
Together, our plans will provide Oldhamers with a better choice and a greater supply of new homes, both available to buy and to rent. In designing and building these new homes, we want to celebrate Oldham’s industrial past while looking towards a bright, modern future. The homes will be built in a safer and healthier environment, prioritising local jobs and learning as part of the wider development of the areas. Our goal is to create an inclusive and welcoming place to live and spend time in, and we want to create the plan in conversation with you. In Summer 2024, we invited you to find out more about and to get involved in the community conversation. We took your feedback on board and our final plan was endorsed by Oldham Council’s Cabinet on Monday 18th November 2024.
