Enabling works and environmental reports mark major milestone in Oldham town centre redevelopment
Oldham Council and Muse are proud to announce the start of enabling works at the former Leisure Centre site, as part of their long-term partnership to transform Oldham town centre and deliver up to 2,000 modern, sustainable homes. This milestone coincides with the submission of Environmental Impact Assessment (EIA) screening and scoping opinion reports for three key sites, marking steady progress in realising the town centre’s ambitious regeneration vision.
This transformation will bring new life to Oldham, delivering high-quality, energy-efficient homes and unlocking millions of pounds in investment to boost the local economy, create jobs, and provide opportunities for the community. Over the next 15 years, this ambitious partnership will reshape Oldham’s urban landscape into a thriving and sustainable hub for residents and businesses alike.
The enabling works at the former Leisure Centre site will pave the way for approximately 240 new homes, thoughtfully designed to meet the needs of future residents while placing sustainability and accessibility at the heart of their design.
In parallel, EIA screening opinion reports for the former Magistrates’ Court and former Leisure Centre sites, alongside a scoping opinion report for the Civic Centre, have been submitted to Oldham Council. These reports are a significant step in preparing for the next phase of public consultation, offering the community the opportunity to help shape the future of these vital town centre sites.

Alex Vogel, Senior Development Manager at Muse
“This is an exciting time for Oldham as we take tangible steps towards transforming the town centre. The enabling works highlight our commitment to delivering energy-efficient homes, and the submission of the EIA reports underscores the comprehensive planning involved in this ambitious regeneration programme.
“We look forward to engaging with the local community in the coming weeks to ensure their input remains central to the vision for Oldham’s future.”
