Civic Tower

The Civic Tower is set to become a striking symbol of Oldham’s transformation. Standing proudly within the Civic and Residential Quarter, the tower will be reimagined to complement the surrounding regeneration while preserving its iconic presence.

Located at the heart of the town centre and adjacent to key transport links, the Civic Tower offers a prime opportunity for innovative redevelopment that serves both residents and visitors.

Location and Connectivity

The proposals of the wider site, inclusive of the Civic Centre, include the creation of new streets and pathways that enhance pedestrian access and improve connectivity with the nearby Active Travel Corridor along West Street. A central Green Spine will link the Civic Tower to the future Snipe Gardens, providing landscaped terraces and pocket spaces that offer opportunities for relaxation and social interaction.

Proposals

We are bringing forward a change of use application to repurpose the Civic Tower into a commercial offering, with the possibility of transforming it into a modern hotel. This aligns with our vision to deliver a vibrant and sustainable neighbourhood that integrates seamlessly with the surrounding developments.

The proposals have been carefully designed to respect the tower’s heritage and ensure its future use reflects its significance as a local landmark. The Civic Tower will act as a focal point for the area, creating new opportunities for the community and businesses alike.

The design of the Civic Tower will prioritise energy efficiency, sustainability, and modern functionality, while celebrating its historic character. The proposed plans aim to preserve the tower’s distinctive features and incorporate high-quality materials to ensure it stands as a lasting symbol of Oldham’s evolution.

A central element of the redevelopment is the integration of the tower into a cohesive neighbourhood design. Shared spaces, landscaped public realms, and improved pedestrian pathways will connect the Civic Tower to the Civic Centre and the surrounding town centre, promoting accessibility and creating a sense of community.

Vehicle Access

Controlled servicing access will be provided via New Radcliffe Street, with the existing West Street access converted to emerging access only.

Pedestrian Access

Enhanced pathways and level access points will improve connections to key destinations, including the NHS Integrated Care Unit and Oldham Bus Station. These upgrades address the current lack of pedestrian permeability and create an inviting environment for residents and visitors.

Parking

With excellent public transport links nearby, parking will be limited to short-stay areas for deliveries, service vehicles, and taxis. Sustainable transport options will be encouraged to align with our commitment to reducing car dependency.
