Planning Applications Submitted to Bring Forward Ambitious New Neighbourhood in Oldham

Muse and Oldham Council have submitted a series of planning applications that will bring forward a bold and inclusive new vision for Oldham Town Centre – one that delivers new homes, reimagined public spaces, and vibrant places to live, work and spend time.

The proposals span six key sites – Prince’s Gate, the former Magistrate’s Court, the former Manchester Chambers, the former Leisure Centre, the Civic Centre, and Civic Tower – and form a major milestone in the wider Oldham Town Living regeneration programme.

Designed in close collaboration with the community, the plans respond to feedback shared through a 7-week consultation that took place in summer 2024, and a further round of engagement earlier this year. Key themes around accessibility, design quality, safety and movement have been carefully integrated into the proposals.

The applications are a significant next step in delivering the shared ambition between Muse and Oldham Council to reimagine the town centre – transforming underused sites into a place that brings people together and celebrates local identity.

Once approved, the programme will unlock nearly 10 hectares of land and deliver up to 2,000 high-quality new homes in the town centre over the next 15 years.

The submission follows detailed design development and ongoing engagement with local residents and stakeholders. It also builds on the Oldham Town Living Development Framework – a guiding document adopted by Oldham Council in November 2024.
